Whether you have a recent conviction or it has been several years, the Second Chances Program can help you and your loved ones rebuild your lives.  If you are a verifiable resident of Norfolk, do not have any pending charges, and have non-violent felony or misdemeanor convictions you are eligible for assistance.
Second Chances was established in 1999, as a partnership between the City of Norfolk, Virginia and The STOP Organization to address the growing need for re-entry programs.  We have helped over 2,000 individuals and families re-establish themselves in the community.  We take a holistic approach at Second Chances.  We work not only to help with employment, but also with any barrier that prevents or makes it difficult to obtain and maintain employment (i.e previous addiction, substance abuse, homelessness, training and education).  In addition, we address the problem of generational incarceration by working with youth and kids of incarcerated parents through the K.I.P. Care Program.


The Second Chances Program is run by a dedicated staff of 12 and a number of loyal volunteers.  Our mission is to provide comprehensive support services that promotes family and social stability while providing training and education that leads to permanent full-time employment for persons that have been incarcerated and experience the stigma of ex-offender status.  These services are provided in such a manner as to facilitate an atmosphere and environment of respect, trust and dignity among the program, its participants and the community.

Second Chances through our parent agency, The STOP Organization, is a 501(c)3 non-profit agency.  In addition to receiving grants, the program has a social business enterprise called Klean Slate that provides transitional and on the job training for our participants and serves as a source of funding for the program.
